A Message From The Director

Director Ernest Chrappah Head Shot
Dear DCRA Customers,
I hope you and your families are enjoying the summer here in the District and finding a way to stay cool.
As we move through this last quarter of our fiscal year, it is an unusual time for our agency. On October 1, 2022, the Department of Consumer and Regulatory Affairs (DCRA) will be transitioning into the District’s newest agencies, the Department of Buildings (DOB) and the Department of Licensing and Consumer Protection (DLCP). Even in the midst of our ongoing work to solidify a smooth transition, we remain resolute in our desire to develop and employ new initiatives to better serve the residents and businesses of the District.
Earlier this month, Mayor Muriel Bowser introduced legislation that, when enacted, will require property owners, contractors, or persons applying for a permit for construction or demolition work to obtain liability insurance to insure adjacent and adjoining property owners for any loss or damage arising out of that work.
Current District law requires contractors to provide proof of liability insurance before they may be issued a license. Furthermore, the DC Building Code requires contractors and building owners to take appropriate precautions to prevent damage to adjoining buildings during construction or demolition. However, no requirements exist to obtain liability insurance coverage for adjacent or adjoining properties. Once enacted, the proposed legislation, the “Protecting Adjacent and Adjoining Property Owners from Construction Damage Amendment Act of 2022,” will close the gaps in insurance requirements and provide coverage for adjoining and adjacent District homeowners.
Please read more below, but in conjunction with the proposed legislation, I am also pleased to introduce the DCRA Insurance Education Center (IEC). This new initiative builds on DCRA’s multiple platforms designed to help protect residents.
In looking toward the future, we have also taken some time to reflect with our team on the progression of our agency. Our focus has always been to take bold action in addressing inefficiencies, refining internal processes, and fostering innovation to better serve the public. Our program enhancements and developments have been focused on improving service delivery. Our efforts have helped cultivate a safer District marketplace for both businesses and consumers. You have entrusted us with a most valuable mission – to protect the health, safety, economic interests, and quality of life of the residents, businesses, and visitors in the District of Columbia, and we are excited to continue moving the District forward.
Stay safe,
DCRA Director Ernest Chrappah Signature

District is Hiring

July 29, 2022
Letter from the Mayor
Dear Washingtonians,
Help us spread the word: on Thursday, August 11 and Friday, August 12, we are hosting a virtual DC Government Summer Hiring Fair. We have more than 1,000 positions open across DC Government and we want people who care about DC and who want to make a difference to join our team.
Every day, I have the privilege of witnessing the work of the 37,000 men and women who serve our city. In government buildings across DC and out in the community, our diverse team of public servants works tirelessly and passionately to support and uplift our community. Working in government is rewarding, it is challenging, and it provides a unique opportunity to serve and support the greatest city in the world.
If you are a DC resident, you can claim preference when applying for a job at DC Government, so I especially encourage residents to register for the job fair. Registration is now open and will remain open until August 7. DCHR is also hosting a seminar on Friday, August 5 to help participants prepare for the job fair. You can register for the job fair and learn more about the prep session at dc.gov/JoinOurTeam.

Please note that the items and photos or artwork provided are not limited to long-time residents. Current residents are invited to share their photos, artwork, and fabrics.

The Community Day Celebration at the Lamond-Riggs/Lillian J. Huff Library on July 23, 2022 was a success. The purpose of this event was to ensure full community participation since the June 27, 2022 Ribbon Cutting event was held on a weekday.
Various community organizations were represented including your own Lamond-Riggs Library Friends (LRLF). Apple Tree Charter School, DC Department of Aging and Community Living (DACL), DC Works, Riggs-LaSalle Recreation Center, The Committee to Rename the Library, University of District of Columbia (Birtie Backus Campus) and others participated.
In addition, Michelle L. Herman, the artist commissioned by DCPL to develop the Heritage Wall, had a successful day. Several patrons brought material, including The Fort Totten Storytellers, our Fort Totten neighbors. Please note that this opportunity is open to the Michigan Park, North Michigan Park, Pleasant Hills, Queens Chapel, and South Manor Park communities.
Please take note of the following to participate:

Fireworks Safety

Fireworks FAQs for Safe Fourth of July Weekend

We hope everyone has a fun and relaxing but most importantly a safe Fourth of July weekend. To that end, below are some helpful links from MPD and FEMS.  Please share to help get the word out and hopefully reduce the chance of any serious injuries or property damage.

If you experience illegal fireworks in your community please call 911 for any urgent safety matters and DC Fire Marshall at 202-727-1600 for immediate action.

And if you know of a specific location that has had illegal fireworks in previous years you can alert your PSA (Police Service Area) Captain w cc to Vito Maggiolo of FEMS (vito.maggiolo@dc.gov) to the location for situational awareness. Just use the PSA locator link below to input your home address to identify the PSA for your area and then go to the MPD link below to look up the PSA to find the Commander, Captain and Lieutenants who head up the enforcement for your area.

As a reminder, as MPD describes it…any fireworks in the hands of non professionals (and not permitted) that go whiz boom or bang are illegal in the District of Columbia. Better to be safe and enjoy the professional fireworks show from a comfortable safe location.

Also, as a reminder the District has a camera rebate program (rebate up to $500 for residential properties and $750 for commercial). Consider installing cameras on front, side and rear of your property to help prevent and fight crime. The cameras can be helpful in identifying perpetrators of illegal fireworks as well.
